Habitat for Humanity international, Europe and Middle East Area OfficePolicy AnalystTerms of ReferenceConsultancy for 6 months (January - June 2025)This document is to serve as a Terms of Reference between Habitat for Humanity Europe and Middle East (HFHI/EME) and a consultant. The purpose of the document is to determine the responsibilities of the consultant.Background(HFHI) as a global housing non-profit organization has been present in Central and Eastern Europe (CEE) and in the Western Balkans (WB) for decades - having national offices and partnerships in more than 10 countries. The Area Office (AO) for (EME) is based in Bratislava, Slovakia. In the last 15 years HFHI and HFH national offices and partners implemented several affordable housing projects in CEE and advocated successfully for more inclusive housing policies both at national and EU level.Summary of the ConsultancyAs recently housing has emerged as a key topic for elections and raised high on the public agenda, including the EU level, HFHI wants to strengthen its capacity and understanding how to influence policy making and funding allocations at the EU level in a more effective and inclusive way. The consultant would provide policy analysis support for the key people in the organization who are doing advocacy at the EU level. Special focus will be given to policies related to vacant real estate conversion into affordable housing.Key tasks of the Consultant:Review EU policies related to housing and related policy areas like affordable and social housing andenergy efficiency renovations.Support the work of a student researchers from CEU, Vienna on Mapping EU funding for affordable housing and consolidate their final reportPrepare an HFHI policy paper at EU level on vacant real estate conversion into affordable housingSupport developing policy messages for the ESTHer project partnersHelp prepare presentations for conferences and eventsDeliverables:Summary of key EU policies related to affordable housing and energy efficiency renovations including identifying possible entry points for advocacy.Consolidated report of CEU students on EU funding for affordable housingAn HFHI policy paper, at EU level, on vacant real estate conversion into affordable housing, integrating the results and experiences of the ESTHer projectRegular update summariesAs requestedCooperationPrimary contact: Gyorgy Sumeghy, Associate Director, Policy and AdvocacyOngoing cooperation with: HFHI/EME CEE and Communications departments and EU Representative; CEU studentsTimeline and conditionsAs per the contract.The contracting time is from January 2025 until June 2025Approximate number of working days: 10 per monthSubmission processPlease send your offer to Gyorgy Sumeghy, Associate Director, Policy and Advocacy, HFHI/EME at - will be reviewing applications on a rolling basis. Proven experience of EU policy analysis
