Office of the International Organization for Migration ( ) in the Slovak Republic as a coordinator of the European Migration Network National Contact Point is seeking a short term expert (or experts working in a team) for the purpose of elaboration of the European Migration Network study: “Migratory pathways for start-ups and innovative entrepreneurs in the EU and Norway - contribution of the Slovak Republic”.Interested applicants are invited to send their curriculum vitae composed of specific experience relevant for the assignment based on the Terms of Reference bellow and list of relevant publications by e-mail to jkrajecova@iom.int till 5 May 2019.SPECIFIC TERMS OF REFERENCE1. BackgroundThe objective of the EMN is to meet the information needs of Community institutions and Member States authorities and institutions on migration and asylum by providing up-to-date, objective, reliable, comparable information on migration and asylum with a view of supporting policy-making in the EU in these areas via among others preparation of studies and researches.In this context, each European Migration Network National Contact Point (established in each EU member state + Norway) is required to prepare a national study on a specific topic based on the common specification prepared by the European Commission in cooperation with EU Member States. Description of the assignmentObjectiveBased on the specifications provided, to elaborate the national study (hereinafter the Study) on the topic “Migratory pathways for start-ups and innovative entrepreneurs in the EU and Norway” – contribution of the Slovak Republic. The overall aim of this Study is to provide an overview of migratory pathways that are available for start-ups and other innovative entrepreneurs (third-country nationals) in the EU to stimulate economic growth, innovation and raise global economic competitiveness. More specifically, the Study aims to:
  • Describe the process and requirements for obtaining a start-up visa/residence permit or other type of residence permit/visa for innovative entrepreneurs (third-country nationals);
  • Examine the incentives in place to attract and retain third-country national start-up founders/ employees or other innovative entrepreneurs;
  • Provide a statistical overview of the number of third-country national start-up founders/employees present from 2014-2018, their origin and recognition rates;
  • Outline the challenges and good practices with regard to the attraction and retention of third-country national start-up founders/ employees or other innovative entrepreneurs.
Sections (and questions) of the study will cover the following areas:
  • Contextual overview of the business environment to start up a business in the Slovak Republic (e.g. what is the business environment for starting up a business, description of specific policies or strategies, national priorities, public debates, role of cities or regions in this area);
  • National legal and policy framework in the Slovak Republic for admission of start-ups and innovative entrepreneurs from third countries (e.g. administrative procedures/requirements to start up a business, existence of special visa or residence permit for this purpose and the rationale behind, national public/policy debates);
  • Admission conditions for start-ups and innovative entrepreneurs from third countries (e.g. criteria to be qualified as a start-up or innovative entrepreneur, process of evaluation, authorities involved, types of visas and residence permits available, incentives, challenges and good practices);
  • Attracting start-ups and innovative entrepreneurs from third countries (e.g. description of measures in place to attract the target group - rights and incentives, actors involved, promotional activities and dissemination of information including evaluation of their effectiveness, challenges and good practices);
  • Renewal of residence permits/visas and retention measures for start-ups and innovative entrepreneurs (e.g. possibilities and requirements for renewal of residence permits/visas granted as well as retention measures, challenges and good practices, misuse of the migratory pathway for start-ups and innovative entrepreneurs);
  • National statistics (e.g. applications and decisions for visas/residence permits, main sectors and industries of start-ups launched by TCNs, renewals)
  • Case study scenarios (based on the different fictional scenarios description of migration pathways available and related admission processes).
Requested services, including suggested methodologyThe study should be elaborated according to the set specifications (pre-defined questions), based on recent and current information available and should present the main findings following a desk analysis of current legislation, publications and statistics, as well as the internet, press and other media documents. The assignment may require establishing contacts and requesting information, conducting interviews and meetings with the concerned services of the state administration as well as if applicable with relevant international organisations, NGOs and civil society organisations.Required outputsNational study elaborated based on the set specifications, provided in Slovak language. The work will also include incorporation of comments from respective ministries during the commenting procedure and provision of comments into the synthesis report elaborated by the European Commission.3. ExpertsThe assignment will be carried out by one (or several experts working in a team). In case of a team of experts a team leader to communicate primarily with the IOM and responsible for the submission of the final study will be appointed while the division of the tasks among those experts can be agreed by themselves.Profile of the expert(s)
  • Completed Master's degree from an accredited academic institution preferably in the field of law and/or political science
  • A minimum of 4 years of professional experience in the field of migration
  • Excellent knowledge of Slovak migration legislation and policy framework as well as laws related to entrepreneurship
  • Excellent knowledge and experience in work with the Slovak state administration
  • Relevant publishing activities (please provide the list of your relevant publications or publications you contributed to)
  • Excellent command of Slovak (mother tongue) and English language
Working languageThe working language of the assignment will be Slovak. However, number of background documents are available only in English.4. Duration, timetable and locationThe tentative date for the start of the assignment is the beginning of May 2019. The most intensive period of the work will be from May till the middle of June 2019. Further ad hoc work related to commenting of the Synthesis report prepared by the European Commission will be required in September and October 2019 respectively. The duration of the assignment is planned till October 2019. The location of assignment will be Slovakia.5. SelectionThe expert(s) will be selected based on the information provided in his/her/their CV(s) assessing his/her/their professional experiences as specified in this Terms of Reference and relevant publishing activities. Only short-listed candidates will be contacted and if considered so, the expert(s) might be invited for an interview.6. Administrative informationCosts for the elaboration of the study will be determined upon agreement between IOM and the expert(s).The project is funded by the European Union and co-funded by the Ministry of Interior of the Slovak Republic.
