CIPE: Grants and Finance Manager

- Monitor, review, disburse and record all expenses in accounting software (JAMIS) including HR functions, payroll, expense reports, AP bills, accounts reconciliations:
- Compile monthly financial reports, monthly advances, and reconciliations of cash/bank accounts.
- Monitor daily expenditures and project spending rates. Make necessary recommendations to ensure compliance with donor and CIPE financial, procurement and accounting requirements.
- Ensure timely payment of partner/vendor's invoices.
- Coordinate with employees to process their expense reports within the period required by CIPE accounting policies.
- Prepare and supervise all types of bank transactions in the office (payments of salaries, vendors' invoices and other office payments);
- Liaise with the external Accounting and Payroll company.
- Support Bratislava program staff in drafting, executing, and managing grants and contracts;
- Participate in program budgeting processes, including helping the Bratislava team prepare budgets for proposals and develop regional cash flow projections, burn rates, and budget forecasts.
- Coordinate with Bratislava and DC staff to establish and maintain procedures for effective office operations and procurement, grants and contracts monitoring, and compliance with local law and donor requirements;
- Coordinate procurement and contract negotiations and ensure that all contracts are processed for renewal or termination before the expiration date;
- Oversee financial monitoring procedures for partner grants across Europe portfolio, ensuring compliance with organizational standards and completing necessary follow-up with partners when necessary.
- Overall grants & financial monitoring, including troubleshooting and problem solving of grants, contracts, and financial issues related to the activities in Europe portfolio.
- Ensure that all CIPE documents (archives, inventory, etc.) are well protected and that the inventory list is revised and updated;
- Ensure that the Bratislava office meets due diligence requirements with regard to the financial and HR management;
- Bachelor's degree in Accounting, Finance, Business Administration, or related field.
- Strong financial acumen and ability to develop and monitor project budgets.
- Professional proficiency in written and spoken English.
- At least 2-5 years of demonstrated financial management experience, project management experience supporting international development programs is beneficial. Experience working with US government funded programs a plus.
- Excellent interpersonal, coordination, and communication skills.
- Ability to take initiative, prioritize and manage multiple, detail-oriented tasks simultaneously with limited supervision.
- Strong computer skills, proficiency in MS-Office, specifically Word, Excel, and Outlook.
- Ability to work in a diverse team environment, across time zones and in a hybrid setting.
- Flexibility to collaborate with a diverse team or work independently and deliver consistent, reliable results.
